Catalogue coordinates and establishment years shown over NASA/NOAA VIIRS imagery, with observation-only light measurements for a reviewed 30-zone pilot. Night-light intensity is a coordinate-based proxy for built-up activity. It does not measure output, occupancy, investment, causal impact, or zone performance, and no classifier or rank is applied.
When evidence is insufficient
Zones without usable coordinates are omitted; unknown establishment years are not presented as dated events; load failures remain explicit.
